ANALISA PENERAPAN REST HOUR (JAM ISTIRAHAT) BERDASARKAN MARITIME LABOUR CONVENTION 2006 DI ATAS KAPAL MV. MERATUS BATAM
Abstract
This study aims to analyze the implementation of rest hours on board the MV. Meratus Batam based on the provisions of the Maritime Labor Convention (MLC) 2006. Using a descriptive qualitative approach, this study was conducted during sea practice with data collection techniques in the form of direct observation, in-depth interviews with ship crews, and documentation analysis such as the Record of Hours of Rest and Table of Shipboard Working Arrangement. The results of the study indicate that although the ship has a system for recording rest hours, in practice there are still violations such as excess working hours and work schedules that do not comply with the MLC 2006 standards. Factors that influence the implementation of rest hours include limited crew numbers, operational pressure, disproportionate watch rotations, and lack of ship management supervision of regulatory compliance. This study concludes that the implementation of rest hours on board the MV. Meratus Batam has not fully met the MLC 2006 standards. Therefore, it is recommended to have regular evaluations of the ship's work system, add crews if necessary, and increase awareness and training of crews regarding the importance of fatigue management to ensure the safety and welfare of seafarers.
